Scheme of COMMUNITY DEVELOPMENT THROUGH POLYTECHNICS (CDTP)

The Ministry of Human Resource Development (MHRD), Government of India is implementing this scheme CDTP (Community Development Through Polytechnic) with well defined objective of rural development on scientific lines through transfer of technology. The scheme envisage the Polytechnic Colleges in the Country to act as social points of Science and Technology application in rural homes and generate self and wage employment opportunities through non-formal training towards competency and need based courses in various trades or multiple skills. Youth, women, handicapped, school drop outs, Scheduled castes, scheduled tribes and other disadvantaged groups can benefit from the employable skills thereby acquired.

CDTP is not a separate institution, but a wing attached to the regular polytechnic College under direct central assistance scheme of MHRD. The appraisal Reports of two national level committees (1987 & 1996) appreciated the fair track records of CPS and recommended its incorporation to all polytechnics recognized by the AICTE. There are more than 1000 Polytechnic Colleges in India including 31 in Kerala.

Administration

There are well laid out selection criteria for the institution and well defined financial norms and guide lines for activities. An Executive Committee at polytechnic level runs the programs and a District Level Advisory Committee monitors the scheme. Advisory Committee is the main policy making body. Periodic monitory and evaluation is performed during regular intervals by the State Level, Regional Level and National Levels.

CDTP in Government Polytechnic College, Thrissur

The scheme was introduced in our institution during the year 1998-99 as CPS and later continued as CDTP from the year 2009-10. The needs of the community are regularly brought to our notice by Need Based Survey conducted by us and through the non-governmental organizations and Local Body members from time to time.
